I have etc., to refer to
your despatch No. 308 of the
22nd December 1948 about the
Tai Lam Chung reservoir project and
to express regret that an earlier
reply has not been possible in view
of the variety of factors which have
had to be taken into consideration.
2. In my telegram No. 1119 of the
1st November 1948 I had accepted
your view that available reservoir
capacity in the Colony cannot be
expected to cope with future
requirements, but said that before
coming to a final decision as to
whether the Tai Lam Chung project is
the only satisfactory answer to the
problem certain points, which I set
out, required further consideration.
In your despatch under reference you
answered these points. I now accept
your view that there appears to be
no satisfactory alternative to the
Tai Lam Chung project and I agree in
principle that it should be pursued,
